Interpretation of new energy automobile production enterprises and product access management rules

On July 1, the “Regulations on the Management of New Energy Vehicle Production Enterprises and Product Access” issued by the Ministry of Industry and Information Technology (hereinafter referred to as “the Rules”) was formally implemented and will be applied until December 31, 2010. The "Rules" not only makes more explicit provisions on the entry of new energy automobile companies and products, but also explains the new energy products that companies are going to produce.

Key points to read: The three major technical stages of refinement

After the "New Energy Vehicle Manufacturing Enterprise and Product Access Management Regulations" was published, the reporter interviewed the staff of the Policy Department of the Ministry of Industry and Information Technology. The staff member said: "The "Regulations" issued by the Ministry of Industry and Information Technology mainly focuses on three technical stages of new energy vehicles. The product has been refined, which is the biggest change in the new "rules" that distinguish it from the 2007 new energy autos entry rules issued by the National Development and Reform Commission."

So how are these three phases divided? The staff explained: "The "rules" are divided into three different phases: initial stage, development stage, and mature stage, according to the maturity of new energy vehicles, system and critical assembly technologies, the degree of perfection of national and industrial standards, and the degree of industrialization. The technical stage can only be carried out in small quantities during the start-up period, and can only be carried out under limited conditions, and the real-time monitoring of the operating status of all products can be carried out in real time; Sales, use, and real-time monitoring of the operating status of at least 20% of products sold under the scope, duration, and conditions; mature products are sold and used in the same way as conventional automotive products.”

From the "Regulations," we can see that fuel cell vehicles, hydrogen engine vehicles, and DME vehicles are starting products; hybrid passenger cars, commercial vehicles, pure electric commercial vehicles, and pure electric vehicles of lithium-ion battery are developments. The lead-acid battery and Ni-MH battery hybrid passenger car is a mature period.

Key dispute: "Rules" will restrain the development of new energy vehicles?

Since the publication of the “Rules”, the industry has listed nickel-metal hydride batteries as mature products in the “rules”, and the listing of lithium batteries as products for development is controversial. The rules clearly point out that the importance of nickel-metal hydride batteries beyond lithium batteries, or will become the future development direction of China's new energy vehicles.

In response to this controversy, the reporter interviewed CIC Advisor for the new energy automotive industry

Researcher Mr. Li, he analyzed: "After the implementation of the "Regulations", the development of new energy vehicles will enter the accelerated period, and the product structure will be adjusted. Different new energy products will have different development directions, and the "Rules" will be issued. Good news for NiMH battery companies."

Mr. Li also said: "At present, among the new energy vehicles, the development prospects of power lithium battery vehicles are the best. Governments and car companies in all countries will regard lithium battery vehicles as the key development direction, and the "Regulations" have designated nickel-metal hydride batteries as Mature products, which are not conducive to the popularization and promotion of lithium battery vehicles nationwide, are likely to limit the overall development of China's new energy automotive industry."

Concerning this controversy, the relevant person in charge of the China Automobile Engineering Society stated: "Every industry will establish a certain threshold for entry, and the government will also have a support point. However, the final choice of technology for new energy vehicles is not the government's final say, but The market and consumers have the final say."

Prospects and Expectations: Individual Purchase Expectation Subsidy Policy Proposed

At present, the only hybrid vehicles sold nationwide are the Honda Civic and the Toyota Prius, but their sales are "a thousand miles away" from the sales of their respective brands' gasoline models. The high price is a major factor hindering the sales of new energy vehicles. The sales consultant of Toyota 4S Store told the reporter: “The R&D and production costs of new energy vehicles are very high. Therefore, it is unlikely that the manufacturers will reduce the selling price of new energy vehicles. It is expected that the national subsidies will be introduced as soon as possible. ”

It is understood that in the United States Prius is priced at about 20,000 US dollars, consumers can get from the government about 5000 US dollars in subsidies; Japanese consumers can get 200,000 yen (equivalent to less than 20,000 yuan) subsidies To buy new energy vehicles. In our country, only Chongqing has introduced a subsidy policy for individuals purchasing new energy vehicles, while other provinces and cities have mainly subsidized purchases in public areas such as public transportation, rental, official business, sanitation, and postal services, and are not targeted at individual purchases.

Mr. Cui, a real estate company executive in Xi’an, told the reporter: “I’ve been paying attention to the hybrid cars Civic and Prius, but the price is too expensive. If the state can issue some preferential subsidies policies for individuals, I will consider buying.”

Mr. Zhao, a veteran automotive journalist, actively believed that: “The implementation of the “Rules” has another layer of meaning, which will be used as a preparatory step for the country’s introduction of a subsidy policy for new energy vehicles in the future. NiMH battery-powered vehicles will be planned as mature products. It is possible to clarify the models applied and reported by various auto companies, and the consumption subsidy policy will be more targeted."
