Reporter: Many people do not understand "responsibility care". Can you give a brief introduction?

Li Yongwu: “Responsible Care” is a corporate philosophy that was initiated internationally in the 1980s. Its purpose is to achieve voluntary improvement of health, safety, and environmental quality in global oil and chemical companies. “Responsible Care” is a unique, initiative-inspired activity created by the chemical industry. It aims to improve the operating standards of chemical companies and win the trust of the public. It is the basis of far-reaching cultural changes within chemical companies. The implementation of the concept of "responsible care" is of great significance to promoting the sustainable development of the global oil and chemical industry. Through the improvement of health, safety and environmental quality, enterprises can bring enormous economic and social benefits.

Reporter: Many corporate managers believe that “responsible care” will increase business costs and lead to a decline in competitiveness. Therefore, they are not willing to promote this concept within the company. How do you evaluate this phenomenon?

Li Yongwu: First of all, even if it increases costs, companies should also do it because people must be moral, responsible for society, and moral for companies. Second, "responsible care" is not actually a matter of increasing costs, but rather an issue of increasing corporate profits. Imagine if a company chooses not to act according to the "responsibility care" principle. What kind of losses and costs will there be? Production may be interrupted, personnel may be harmed, and penalties may be imposed for failure to comply with the rules and regulations. The reconstruction of the facilities damaged by the accident, as well as the time and money required for litigation. Worse, it may have a huge negative impact on the company's reputation and market financing.

Reporter: What do you mean is: If the "responsibility care" guidelines are implemented, can adverse effects be reduced or avoided?

Li Yongwu: Yes. There are agencies that have studied the major accidents that occurred in the chemical industry in the past 30 years. It is said that the 100 largest accidents caused losses of up to 7.5 billion U.S. dollars. This is really a big deal. Therefore, our company must establish such a concept: "The things that are conducive to responsible care will be beneficial to the company's business."

Reporter: When it comes to "responsible care," it seems that the enthusiasm of multinational companies is much higher than that of Chinese local companies. Especially chemical companies in Germany. Is that right?

Li Yongwu: When giant chemical companies in various countries set up joint ventures in China, they have begun to bring in international standards of social responsibility. People feel obvious about German chemical companies because they invest far more in China than other companies. For example, Bayer issued the “Guidelines for Environmental Protection and Safety Policy of Bayer” in 1986. The “Responsible Care” initiative has absorbed Bayer’s original “Professional Technology and Responsibility” principle; BASF is currently the largest foreign investor in China’s chemical industry. BASF requires all its business activities under the principle of “sustainable development” and the adoption of environmental protection concepts and technologies to ensure that economic development is not predicated on the deprivation of future generations; Degussa is in the Dow Jones Sustainability Index (DJSI) 2003. The annual review has achieved the first good results in the European chemical industry, and it has also been incorporated into the Financial Times Securities Ethics Index (FTSE4Good). This index is an important socially responsible investment index compiled by the Financial Times Securities Company. Degussa has instilled the idea of ​​“corporate citizenship” at its employees. This left a deep impression on us.

Reporter: Just now you talked about Degussa's "corporate citizenship" thinking. Now that people generally think that China lacks corporate citizenship, how do you see this problem?

Li Yongwu: From a certain point of view, China does lack corporate citizenship. This point is no disguise. This is normal. Enterprises generally have three stages of development: focusing on earning money during the initial accumulation period, pursuing scale during the resource integration period, and continuing to develop will create awareness of corporate citizenship. Enterprises from low to high stage is a naturally occurring social process. Through the implementation of "responsible care" can establish a good image for the company, but also for the oil and chemical industry in the public to establish a good image of the industry. In addition to the companies we have just mentioned, there are Dao Chemicals, Formosa Plastics, Exxon Mobil, Shell, Akzo Nobel, LG Chemicals, DuPont, PetroChina, and Sinopec are all worth learning.

Reporter: In the process of promoting the concept of "responsible care", what should China Petroleum and Chemical Industry Association do?

Li Yongwu: China has a vast territory, a small company and a difficult job. The Sinopec Association has the responsibility to work together with industry organizations and chemical companies in various regions of the world to jointly promote the concept of responsible care, strengthen the environmental protection and safety management of the chemical industry, and make greater contributions to the well-being of humankind and the prosperity and progress of society. This time, our association and the International Association of Chemical Manufacturers jointly sponsored the Responsible Care Promotion Conference, which is just a beginning. We will also have many actions in this area in the future.
