First, the problem of shortage of resources has become increasingly prominent. During the "Eleventh Five-Year Plan" period, China's crude oil imports will continue to grow, and the degree of foreign dependence will increase year by year. The long-term shortage of petroleum resources directly affects the healthy development of petrochemical industries using petroleum as raw materials. Therefore, in the formulation and implementation of the “Eleventh Five-Year Plan”, only moderately tight development principles can be adopted, not how much the demand is to build, but rather to match the ability to obtain resources.
Second, structural conflicts still exist. During the "10th Five-Year Plan" period, although China's petroleum and chemical industries have made some achievements in structural adjustment, overall, economic development is still dominated by extensionism, and the irrational product structure remains the main problem at present. On the one hand, the scale of the company is small and scattered, the degree of concentration is low, and many devices cannot reach the economic scale. There are more than 120 refinery companies in China, with an average annual production capacity of 2.61 million tons. In 2005, there were 674 oil refineries in the world, with a crude oil processing capacity of 4.12 billion tons and an average annual output of 6.11 million tons. On the other hand, petroleum and chemical products do not adapt to the rapidly changing market requirements in terms of variety and quality. Mainly manifested in the low proportion of petrochemical products, organic chemical products and high-grade products, while the high proportion of high-consumption, high-pollution, rough-processing, and low-value-added products resulted in oversupply and excess production capacity, and many The situation of a large number of imported products.
Third, the capacity for independent innovation needs to be improved. Mainly manifested in the lack of original scientific and technological innovation capabilities and technological integration and innovation capability, poor engineering ability, weak ability to develop complete sets of technologies, and difficulty in forming core competitiveness; basic research and common technology development work is weak, and the production and technology of most products Compared with the international advanced level, equipment is 15 to 20 years behind; the conversion rate of scientific and technological achievements is low; the coordination of science and technology forces in the industry and the integration of science and technology resources need to be strengthened.
Fourth, the task of environmental protection and production safety is arduous. According to statistics, at present, the whole industry annually discharges more than 3 billion tons of industrial wastewater, accounting for 16% of the total industrial emissions in the country, ranking first, and industrial and exhaust emissions and industrial solid waste generation reaching 1.4 trillion cubic meters respectively. More than 84 million tons. This is a heavy ecological and environmental cost to China's oil and chemical industry at the same time as it is growing rapidly.
Fifth, the management level is backward.
