The “12th Five-Year Development Guide for Petroleum and Chemical Industry”, which has received much attention from the industry, was released today in Beijing. The "Guide" pointed out that during the "12th Five-Year Plan" period, China's petrochemical industry will fully implement the five major strategies of scientific and technological innovation, structural adjustment, energy conservation and emission reduction, quality development, and "going out". By the end of the "Twelfth Five-Year Plan," it will initially form resource conservation. Type, environment-friendly, intrinsically safe development model, promote China's transition from a petrochemical industrial country to a petrochemical industrial powerhouse, and make new contributions to building a well-off society in an all-round way.

In order to achieve the overall requirements for the industry to transform its development approach and build a strong petrochemical country, the “Guide” proposes six strategic objectives, namely, the industry maintains stable and rapid growth, the capacity for independent innovation has significantly increased, the industrial structure has been significantly optimized, and energy conservation and environmental protection have taken a new leap. The competitiveness of quality brands has been significantly improved, and the level of intrinsic safety has increased significantly. During the 12th Five-Year Plan period, the average annual growth rate of the industry will be maintained at more than 10%. By 2015, the industry's total output value will reach 16 trillion yuan; the rate of fine and specialty chemicals will increase to more than 45%; it will break through 80 to 100 major Key and common technology; more than 15 companies with sales revenue exceeding 100 billion yuan; energy consumption and CO2 emissions per million yuan of industrial added value are both down 15% from the end of the “Eleventh Five-Year Plan”; total chemical oxygen demand and total nitrogen oxides emissions The amount of fertilizers is reduced by 10%, and the total ammonia nitrogen and sulfur dioxide emissions are reduced by 12% and 8% respectively. The comprehensive utilization rate of chemical solid wastes is 75%, and the effective disposal rate is 100%. At the same time, crude oil processing capacity is controlled within 650 million tons, refined oil production is about 300 million tons, ethylene production capacity is about 26 million tons, and the equivalent ethylene self-sufficiency rate is about 70%.

In order to achieve the strategic goals, the "Guide" put forward specific measures and recommendations, including strengthening industrial policy research, strengthening industry guidance, increasing scientific and technological input, accelerating the industry's scientific and technological innovation capacity building, and grasping well the typical cultivation and promotion of large-scale enterprise groups and chemical industry parks. By the end of the “Eleventh Five-Year Plan” period, China has formed about 50 important sub-sectors including oil and gas exploration, oil refining, basic chemical raw materials, fertilizers, pesticides, specialty chemicals, and rubber products, and can produce more than 60,000 (species) products. Involving a complete industrial system in all areas of the national economy, it has become a world leader in the production and consumption of petroleum and chemical products.
